Recommendations from the Committee of Ministers
Recommendations are adopted by the Committee of Ministers of the Council of Europe and addressed to Council of Europe Member States. The first recommendations on health policy date back to 1978. Over the years the Committee of Ministers has dealt with most of the issues, thus has created effective European standards on health policy.
